Living In The Culverts

Some people would rather live like this, inside unused culverts, than be moved far away where earning a living is difficult. This was the plight of some Cebu City residents who were moved out of the Mahiga Creek and on to an area called Block 27 in the North Reclamation Area temporarily. When it came time for them to be relocated to Barangay Budlaan, Cebu City where a housing program was prepared for them, they put off moving out as much as they could. They chose to endure days without water and electricity and sleeping in these culverts before finally becoming residents of Budlaan, a mountain barangay.
